CeLeen, a leading management consulting firm, is seeking a highly skilled IT Business Analyst (BA) to support the Office of Transition Initiatives (OTI) at the United States Agency for International Development (USAID). The BA will play a critical role in ensuring the success of OTI’s mission to support peace and democracy in partner countries.

Job Description:
The IT Business Analyst will be responsible for performing business analysis, reverse engineering of systems, and developing Systems Development Life Cycle (SDLC) documentation to support system users. In this role, you will collaborate with IT teams, OTI staff in Washington and field offices, and USAID CIO representatives to maintain and enhance IT systems. You will also document technical and functional requirements for enterprise cloud-based solutions and ensure compliance with USAID policies and alignment with OTI’s mission.
Key Responsibilities:
– Lead the process of translating user feedback into actionable requirements
– Facilitate design meetings with stakeholders to ensure in-house custom-designed applications and systems meet OTI’s evolving needs
– Independently assess and reverse-engineer current systems and processes to identify improvements
– Collaborate with IT teams, OTI staff, and USAID CIO representatives to maintain and enhance IT systems
– Document technical and functional requirements for enterprise cloud-based solutions
– Develop and manage lifecycle documents, including use cases, functional and software requirement specifications, design specifications, test scenarios, user manuals, and training materials
– Trace data flow and assess data quality throughout business processes
– Ensure compliance with USAID policies and alignment with OTI’s mission
– Expected salary range: $105,000-125,000
Requirements:
Basic Qualifications:
– Bachelor’s degree
– Ability to obtain and maintain a Secret Clearance (eligible to pass Federal security clearance process)
– 5+ years of experience with IT systems or projects
– 2+ years of experience managing IT projects
– Outstanding communication skills, influencing abilities, and client focus
– Professional proficiency in English
– Applicants must be currently authorized to work in the United States on a full-time basis
Preferred Qualifications:
– Current, active Secret security clearance
– Demonstrated proficiency in Google Suite applications
– Specialized experience managing full project releases, including coordination with product owners, developers, infrastructure, testing, and security teams
– Familiarity with NIST, FedRAMP, or FISMA requirements
– Strong analytical, conceptual, and problem-solving skills
– Knowledge of software evaluation principles and practices
– USAID or federal government experience
Work Environment:
Moderate noise (i.e. business office with computers, phone and printers) and/or occasional loud noise (airfield, large equipment). Ability to sit at a computer terminal for an extended period of time.

While performing the responsibilities of the job, the employee is required to sit, stand, talk, and hear. Employee is often required to sit and use their hands and fingers to operate a computer.
